Hamburger and Potato Casserole

2 pounds ground beef
4 pounds potatoes, peeled and sliced
1 onion, sliced
½ teaspoon pepper
1 tablespoon parve beef consommé powder
1 cup hot water
1 (29 ounce) can diced tomatoes with liquid

In a large Dutch oven, layer half the meat, potatoes and onion. Sprinkle with half the pepper and repeat. Dissolve soup powder in hot water and pour over mixture. Top with tomatoes. Cover and cook over medium heat for 1 hour to 1 hour, 15 minutes.
